\u5728\u5168\u7403\u5316\u7684\u4eca\u5929\uff0c\u8de8\u570b\u72af\u7f6a\u5df2\u6210\u70ba\u4e00\u5927\u516c\u5bb3\uff0c\u5176\u4e2d\u4ee5\u96fb\u4fe1\u8a50\u9a19\u70ba\u4ee3\u8868\u7684\u9ad8\u79d1\u6280\u72af\u7f6a\u66f4\u662f\u5c64\u51fa\u4e0d\u7aae\u3002 recent data shows that telecom fraud has caused losses of up to HK$1.5 billion in Hong Kong alone in 2021.[^1] To tackle this growing concern, a joint operation involving China, Laos, Myanmar, and Thailand was launched, targeting the notorious “1004” scam originating from the border areas of these four countries. This article aims to delve into the details of this operation, its significance, and the challenges ahead.<\/p>\n

\u6b63\u6587<\/b><\/p>\n

1. \u591a\u570b\u806f\u624b\u6e05\u527f\uff1a\u6709\u6548\u6253\u64ca\u96fb\u4fe1\u8a50\u9a19<\/b><\/p>\n

– \u806f\u5408\u884c\u52d5<\/b>\uff1a\u81ea2021\u5e7411\u6708\u4ee5\u4f86\uff0c\u4e2d\u8001\u6cf0\u7dec\u56db\u570b\u8b66\u65b9\u806f\u624b\u5c55\u958b\u4ee3\u865f\u70ba”1010″\u7684\u884c\u52d5\uff0c\u91cd\u9ede\u6253\u64ca\u6cf0\u7dec\u908a\u5883\u5730\u5340\u7684\u96fb\u4fe1\u8a50\u9a19\u6d3b\u52d5\u3002[^2]
\n – \u6e05\u527f\u6210\u679c<\/b>\uff1a\u81f3\u4eca\uff0c\u884c\u52d5\u5df2\u6210\u529f\u6363\u6bc0\u4f4d\u65bc\u7dec\u7538\u5317\u90e8\u7684”1004″\u8a50\u9a19\u96c6\u5718\u64da\u9ede\uff0c\u902e\u6355\u8d85\u904e\u5343\u540d\u5acc\u7591\u4eba\uff0c\u67e5\u5c01\u8a50\u9a19\u7aa9\u9ede100\u591a\u500b\uff0c\u67e5\u7372\u4f5c\u6848\u96fb\u8a71\u536115\u842c\u5f35\u3002[^3]<\/p>\n

2. “1004”\u8a50\u9a19\u96c6\u5718\uff1a\u908a\u5883\u5730\u5340\u7684\u72af\u7f6a\u4e4b\u6e90<\/b><\/p>\n

– \u8a50\u9a19\u624b\u6cd5<\/b>\uff1a”1004″\u96c6\u5718\u4ee5\u5047\u5192\u516c\u68c0\u6cd5\u4eba\u54e1\u7684\u540d\u7fa9\uff0c\u5411\u53d7\u5bb3\u8005\u7d22\u8981\u9322\u6b3e\uff0c\u624b\u6cd5\u8001\u5957\u4f46\u5c62\u7981\u4e0d\u7d55\u3002
